Duties and Responsibilities
- Oversee purchasing and supplies and internal requisition process to ensure smooth operation within the University.
- Oversee and manage interdepartmental communication and allocate tasks and resources as needed.
- Identity, monitor and mitigate supply chain, strategic and operational risks by ensuring appropriate internal controls are in place.
- Formulate training and development strategies for staff departmental staff on a competency framework, in line with both the University’s strategy and individual needs.
- Provide advice to the University Management on matters concerning legislation, environmental and best supply chain management practice.
- Coordinate University asset management process disposal of obsolete, surplus & unserviceable assets in the University.
- Coordinate the safe keeping of information and documents to facilitate ease of retrieval and reference.
- Coordinate research and survey on market trends to inform placing of orders or recommend appropriately awards of all procurement matters.
- Ensure stock taking process is undertaken and that quarterly and annual stock-taking reports are prepared for presentation to management.
- Oversee drafting and implementation of procurement related contracts.
- Ensure the tender process is executed as per the Procurement Act.
- Oversee inspection and acceptance of goods, works and services.
- Prepare, consolidate and submit Annual University Procurement Plan and Disposal Plan.
- Prepare procurement related status reports for submission to management and other statutory bodies.
- Participate internal auditing and evaluation of supply chain management processes to ensure accountability.
- Ensure integrating ICT into the supply chain management operations.
- Implement Quality Management Systems in the department.
- Conduct negotiation with suppliers for University’s value for money as required by the Procurement Laws and Regulations.
- Monitor and supervise implementation of work plans and evaluate staff performance so as to achieve the University’s strategic plan.
- Assist in identification, monitoring and mitigation of supply chain, strategic and operational risks by ensuring appropriate internal controls are in place
- Mentor staff in the department to impart relevant knowledge as a way of building their capacity
- Assign duties and supervise staff in the department and assess staff competencies through appraisal mechanisms.
- Monitor and implement procurement processes through the Enterprise Resource Planning system
- Interpret and advise the Vice-Chancellor on all procurement and asset disposal matters to ensure that the University compliances with Procurement Laws, Regulations and Government Circulars.
- Provide professional opinions to the Accounting Officer on all procurement and disposal matters
Requirements for Appointment For Appointment to this grade a candidate must have:
- Master’s Degree in purchasing and supplies management or its equivalent from a recognized institution.
- Bachelor’s degree in purchasing/supply chain management or related field from a recognized institution.
- Served in the grade of Senior Supply Chain Management Officer Grade MNT 13 or its equivalent for a minimum period of three (3) years.
- Must be a member of KISM (K) in good standing.
- Must be a licensed procurement and supply chain management practitioner.
- A strategic leadership development course from a recognized institution lasting not less than four weeks will be an added advantage
- Certificate in Computer Applications from a recognized institution.
- Demonstrated merit and ability as reflected in work performance and results.
